As Chair of Stark & Stark’s Shopping Center & Retail Development Group, Tom represents landlords, developers, shopping center owners, and commercial real estate stakeholders in matters involving leasing, development, bankruptcy, litigation, and retail real estate transactions. His commitment to serving both his clients and the industry has earned him a reputation as a trusted advisor, collaborative leader, and dedicated advocate. 

In addition to his professional accomplishments, Tom is a strong advocate in his community. He serves with organizations such as the Bayard Rustin Center for Social Justice and Mercer County Community College, reflecting his ongoing commitment to community engagement, inclusion, and educational opportunity beyond his legal practice. 

Tom is also an active member of ICSC, holding positions within its Legal Advisory Council, the Philadelphia Marketplace and the Foundation’s Mentorship Program.
