Timothy P. Duggan is Chair of Stark & Stark’s Bankruptcy & Creditor's Rights group.  Mr. Duggan represents banks, equipment leasing companies, shopping centers and trade creditors in state court litigation and bankruptcy cases.  Mr. Duggan has substantial experience in prosecuting replevin matters, commercial foreclosures, and commercial evictions.  Mr. Duggan’s litigation experience covers most aspects of bankruptcy litigation, with a focus on defending preference and fraudulent transfer actions.

Mr. Duggan is also Chair of Stark & Stark’s Condemnation and Real Estate Tax Appeal Group.  Mr. Duggan represents individuals and businesses in negotiating and challenging eminent domain proceedings, and represents certain public entities in road widening projects.  Mr. Duggan prosecutes real estate tax appeals for national builders, shopping centers, and commercial and retail property owners.

Mr. Duggan is a frequent speaker and author on topics related to eminent domain and condemnation proceedings.  In 2005, 2006, and 2007, Mr. Duggan served as Co-Chair the International CLE seminar on Eminent Domain, and recently spoke at CLE International’s Eminent Domain Conference in Orlando, Florida.
